What is UDC and why?
Union Digital Center is a state-of-the-art information and knowledge center (telecentre) established in the Union Council, which aims at ensuring information services at the doorstep of the grassroots people. From this center, people of rural areas get life and livelihood information and necessary services in their home environment very easily.
On November 11, 2010 from the Honorable Prime Minister's Office and the UN Development Program (UNDP) Administrator and former Prime Minister of New Zealand Miss Helen Clark, from the Char Kakrimukuri union of Bhola district, all the Union Information and Service Centers (UISC is currently named UDC) through video conferences Together they open. About 40 lakh people are receiving information and services from these centers. Through the easy, rapid and low cost of UDC, public and private services have started getting a lot of positive change in the lives of the local people.
UDC's journey started in front of the 'People at the Doorsteps' program. With the establishment of UDC, it is possible to create a free flow of information in every state of the society and the state system, where people do not have to go door to door for service, but they are reaching the service. Free flow of information is one of the prerequisites for empowering the public. The establishment of information and service centers in 4,501 union parishads of the country has opened the way for information and services at the earliest, including participation in the free flow of rural people.
Materials:
To ensure improved information services in the area, a union digital center has multiple computers and related materials, which have been set up gradually and are being used. UDC's necessary materials are from entrepreneurial investment and union council funds (revenue and LGSP projects). A computer with a minimum stabilizer, a black screen printer, a color printer, a modem for connecting online, a scanner, a UI camera can be started initially with a digital camera. But for the full UDC management, the following materials are needed -

Upgrading to a UDC on the basis of local demand can be less than or equal to.
Union Digital Center has been established based on PPPP (Public-Private-People's Partnership) model. There are two local youth entrepreneurs in each UDC, among them a man and a woman. These entrepreneurs manage UDC. In some centers, along with a woman and a male entrepreneur, another woman and man are working as 'alternative entrepreneurs'. Entrepreneurs are not UDC's salaried employees, income of every UDC entrepreneur income. The entrepreneur is also an investor in UDC.
Partnership or Partnership:
The union digital centers under the leadership of local government department are being managed. Under the guidance of the Cabinet Division and the management of the local administration, other activities including the supervision of UDC are conducted. From the LGD and Bangladesh Computer Council (BCC), the funds for the training of UCDs to develop the necessary ICT tools and entrepreneurs have come. BCC also provided solar panels in 1013 uninterrupted unions and brought all the Union Parishad under electricity. Apart from this, many institutions like BANK-insurance, mobile companies, NGOs, education-research institutes, hardware-software associations are involved with UDC with their services, new skills and technical support.
UMAs or UDC Activity Management System:
In order to help UDC entrepreneur's income estimation and follow-up of local administration, the Union Digital Center Program Management or 'UMS' (http://www.e-service.gov.bd/uams/) has been created online software. Union Digital Center organizers upload their daily income information here.
