Union Parishad functions can be broadly divided into two parts. For example,
a) Mandatory functions; And
b) Optional functions.
a) Mandatory Functions:
1. To assist the local administration in ensuring law and order in the Union Parishad and to protect it.
2. Taking measures to prevent crime, irregularities and smuggling;
3. Adoption and implementation of development projects in agriculture, forestry, fisheries, animal husbandry, education, health, cottage industries, communications, irrigation and flood control;
4. Encouraging adoption of family planning;
5. development and use of local resources;
6. Provision of safety and security of public assets such as roads, pools, canals, dams, telephone and electric lines;
7. Reviewing the development activities of various organizations at the union level and sending recommendations to the upazila executive officer;
8. Motivating people through discussions to install sanitary latrines;
9. Registration of births, deaths, blind, beggars and destitutes; And
10. Conduct all types of surveys.
Optional Functions:
1. To arrange and maintain roads and highways;
2. Provision of public spaces, open spaces, parks and playgrounds for public use;
3. Provision of lighting on streets, highways, and various public places:
4. Planting and conservation of trees in general, especially on roads and public areas:
5. Provision and maintenance of crematoriums and grave sites, meeting places and other places required for public needs;
6. provision and maintenance of accommodation for tourists;
7. To prevent and control illegal use of public roads and other places:
8. To prevent and remove any nuisance on public roads and other places;
9. The objectives of the union are to protect sanitation, sanitary sanitation, conservation of natural resources;
10. To control the system of garbage collection and removal and the system of keeping the streets clean;
11. Regulating criminal and harmful businesses;
12. removal and control of dead animal remains;
13. regulating animal slaughter;
14. Regulation of construction and reconstruction of buildings in the Union;
15. Control of building or any hazardous construction;
16. Provision and maintenance of wells, ponds, dams, water-pumps and other facilities to ensure water supply;
17. Measures to prevent contamination of drinking water sources;
18. Prohibition of use of water from wells, ponds and other sources injurious to public health;
19. Controlling drinking water near or at sources not used for bathing or other purposes of domestic animals;
20. Paddy, jute or any other plant in water near a pond or any other water source
21. Prohibiting or regulating wetting;
22. prohibiting or regulating the processing or dyeing of leather in public areas;
23. Controlling clamps prohibiting quarrying and extraction of stone or any other material from inhabited areas;
24 In relation to making brick kilns, potter's works or any other kilns in populated areas
25 prohibit or restrict;
26. Registration of sale of cattle or any other animal;
27. arranging fairs or other exhibitions;
28. Celebrating public festivals;
29. Provide relief measures to deal with calamities, such as floods, heavy rains, earthquakes, fires or any other natural calamities;
30. To provide relief to widows, fatherless children, poor and destitute persons;
31. To improve the provision of sports for the people;
32. Encourage and develop cooperative movement, rural industries, social development etc.;
33. to encourage the adoption of necessary measures to increase food-production;
34. Keeping scope for environmental protection measures;
35. Provision and maintenance of cattle manure;
36. Maintaining first aid centers;
37. provision of library and reading space;
38. To co-operate with such organizations doing similar work as the Union Parishad;
39. To assist in the development of education as directed by the Upazila Parishad; And
40. To take any measures for the health, safety, welfare, comfort, and convenience of residents or visitors to the Union.
